PUNE: Rahul Mahiwal, the commissioner of PMRDA, told TOI on Monday that he had put 20 out of the 50 bids he had received last week on hold since the developers had not provided a clear supply of water for the projects.

“These suggestions won’t be approved unless the water source is clarified… The more than 200 building plans that have been received in the past two months are being examined. The process will start in February and each proposal will be followed by a site visit, he stated.

These developments are situated in the Pune district’s Maval, Mulshi, and Haveli talukas, which are experiencing a boom in building activity.

As per the directions issued by Divisional Commissioner Saurabh Rao last week, the checks have been started. Rao had instructed the PMRDA and municipal commissioners of Pune and Pimpri Chinchwad not to permit construction work until the builders had disclosed the sources of water they planned to supply to the property owners.

Every proposal will be considered on its own. If no one is living in the complex yet, permissions will be revoked. The PMRDA commissioner stated, “We will look for the water sources that the developer promised.”

The building permit department officials said that a review of the approvals granted based on the builders’ affidavits and the gram panchayat NOC would take place.

When awarding building licenses, the divisional commissioner had instructed PMRDA to consider more information than just the developers’ affidavits about water supplies.

Last Monday, the divisional commissioner urged the public to express their complaints over the water supply, under the directives of the Bombay High Court. 60 or more residents have brought up concerns about the water supply.

The PMRDA, which oversees more than 800 villages, two municipal corporations, seven municipal councils, and three cantonment boards, has sprung into action and chosen to carefully examine the construction projects it has approved.

The Pune Metropolitan Region Development Authority is scrutinizing around 16 self-proposed town planning schemes. Before the proposals were approved, the officials of the Pune Metropolitan Development Authority (PMRDA) would review the proposals. At least 100 acres of land would be covered by each scheme.

A PMRDA source said residents of Wagholi, Chakan, Pirangut and Hinjewadi catered for a proposed town planning scheme in keeping with the Mann-Mhalunge town planning scheme with the land pool of more than 100 acres each.

The PMRDA officials said the government received good responses about self-proposed town planning schemes. The authorities would publish the notification, work on the layout and obtain administrative permits following inspection of the proposals.  

The basic concept of the town planning scheme is to pool and redistribute all the land under different ownerships after deducting the land needed for open spaces, social infrastructure, services, housing for people from the economically weaker sections and road network. Under the self-proposed town planning scheme, landowners part with 20% of their land as opposed to 50%, which is the condition of the town planning schemes proposed by the PMRDA.

The PMRDA would carry out some of the basic infrastructure work under self-proposed town planning schemes. The landowners, together with developers, should plan the area.

“The PMRDA is a facilitation of the schemes, but the landowner and the developer would be mainly responsible for presenting a detailed plan. The approach road and the surroundings would be managed by the authority, while the other facilities would fall under the developer as a responsibility,” a PMRDA official said.

The PMRDA has 6 town planning schemes proposed, that will be soon revealed. In Gujarat and Maharashtra, the method used in the town planning schemes is widely used to achieve the Development Plan goals. Town planning schemes for smaller areas of around 100 hectares are developed with micro-level planning.

Pune Metropolitan Region Development Authority (PMRDA) has revised the route of the third phase of the metro project to avoid a collision with the flyover of the University Circle.

The 23-km route will link the busy IT Park Hinjewadi to Shivajinagar. In the previous plans, the Metro would converge the flyover, which prompted either to incorporate it in a hybrid facility or to fully demolish it to make way for the line.

The Infra-Siemens consortium of Tata Realty that is implementing the project has decided, after a thorough study, to align the metro on the right-hand side of the University Circle, denying the requirement for the university to be demolished. This means that the metro will pass above the flyover.

Research to determine whether the flyover, built-in 2007, should be integrated re-aligned or strengthened was carried out earlier this year.

Officials of PMRDA have declared that demolition was not necessary a report for the same was also published. “To determine, however, whether the flyover will be demolished according to its proposal to renovate the junction is up to the Pune Municipal Corporation,” a government official said.

Previously, PMRDA officials announced that the University Flyover would have to be demolished in order to make way for the metro, and accommodate the latest, three-tier bridge catering to vehicular traffic, the High Capacity Mass Transit Route (HCMTR) section, joining SB Road to Aundh and the metro.

The proposal was brought forward by then- Cheif Minister Devendra Fadnavis. According to the original plan the University Circle and a busy intersection, Wakad Chowk, would have clashed flyovers.

A Memorandum of understanding (MoU) was signed between the Pune Metropolitan Region Development Authority (PMRDA) and the Swiss Confederation of the 2000Watt Smart City Association (2000WSCA) to create eco-friendly and smart townships in the region on Thursday.

PMRDA Commissioner Vikram Kumar said the first carbon-neutral township will open new possibilities for individuals and upgrades in distinct industries, following the signing of the MoU, for which Consul General of Switzerland Othmar Hardegger was also present in Pune.

2000Watt Smart City will be a new mark established pursuant to the agreement to develop the new 2000WSCA and PMRDA joint intellectual property in Maharashtra, representatives of the PMRDA said.

Following the signing of the MoU Hardegger told that they had developed and will work in close collaboration with PMRDA a strategy to assist India in setting up carbon-neutral smart cities.

“Maharashtra is a significant location for the Smart City initiative and Pune in specific is an investment hub as the economy here is appealing. I am hopeful about the fact that the city project will also draw investors from India and also from Switzerland,” he said.

“The smart city design will be built depending on city structures in Switzerland, said the PMRDA commissioner. The townships that are carbon neutral will include 12 unique themes with a focus on specialized fields such as agricultural clusters, new technologies, tourism, financial technologies (FinTech), start-ups and healthcare. We encourage individuals to invest in the town-planning scheme and to develop the PMRDA property model. It can be accepted across the state if the project succeeds.

Madhav Bhagwat, who is Founding Partner of 2000Watt Smart City Association said: “This development will attract investment in infrastructure and other institutions in various industries across Pune by over $1 billion.”

Additional commissioner Kavita Dwivedi, chief metropolitan planner Vivek Kharwadkar, and local partner Nikhil Dixit participated in the event.

The State Department of Urban Development has begun the process of integration of blue and red flood lines along the Indrayani River into the District Regional Plan.

In the regional plan (RP), non-incorporation of the flood lines has been seen as a cause of uncertainty in the legality of constructions and structures of the Indrayani Riverbed, especially near Lonavla, often leading to the flooding of the neighbouring areas during monsoon showers. Over the years, the structures were built on the banks of Indrayani, originating from the village of Kurvande near Lonavla and flowing downstream to the Dehu and Alandi pilgrim centres.

On a pledge to the Bombay High Court in a long-standing dispute over such construction/invasions, on 5th August, the Department of Urban Development released a notice calling for government suggestions and protests on a proposition to amend the RP for the Pune District and the 2018 Development Control and Promotion Regulations (DCPR) for the Pune Metropolitan Region Development Authority (PMRDA).

Kishor Gokhale, Undersecretary of the Department of Urban Development, released a public notice referring to the proposition pursuant to Section 20 of the Maharashtra Regional Town Planning (MRTP) Act, 1966.

The proposed amendment prevents any constructions in the region between the riverbank and the blue flood line, including exceptions such as the open vegetable market, garden, lawns, cremation and burial grounds.

The notice further suggests, “Redevelopment of existing authorized properties within river bank and blue flood line may be permitted if the building’s plinth height is not less than 0.45 m above the red flood line and till the NOC from the irrigation department is obtained.”

The notice states, “Suggestions or objections from the general public regarding the proposed amendments in the RP and DCPR shall be submitted to the Assistant City Planning Director, Pune branch, at the new administrative building opposite Vidhan Bhavan, within 30 days from the date of publication of the notice.

The assistant director is also assigned as the officer for receiving suggestions or complaints. It stated that the plans displaying the suggested change will be held open for public review during office hours on all working days at the PMRDA Metropolitan Commissioner offices and the Assistant City Planning Director.

Sadashiv Sapre, one of the petitioners in the High Court litigation, said: “The move by the state is a gradual step as notifying the flood lines is not only critical for solving the problem of constructions/ infringements in the Indrayani river bed, but also for the rivers across Pune and other areas of the state.

It would be very useful for the officials to remove or regulate such constructions or encroachments after the inclusion of the flood lines into the RP.

The Maharashtra government Friday affirmed a Rs 1,722 crore spending plan for Pune Metropolitan Region Development Authority (PMRDA), the greater part of which will be spent on metro rail and a ring street. The choice was taken after chief minister  Devendra Fadnavis led a PMRDA meeting, alongside priests Girish Bapat and Prakash Mehta. An official explanation stated, out of Rs 1,722 crores, 23% will be spent on the metro and 33% on a ring street.

An official statement said, out of Rs 1,722 crore, 23 per cent will be spent on the metro and 33 per cent on the ring road.

The total budget for this Election year was Rs 225 crore which is more than the current financial (2018-2019), and the total allocation they had is Rs 1,497 crore. Strikingly, in the beginning, the allocations were of Rs 2,591 crore as PMRDA budget but later it was brought down by the authorities concerned.

They also reported that the houses will be constructed through a joint venture with MahaHousing which is under the Pradhan Mantri Awas Yojana (Urban). In total, they have approved for reserving 13.3 hectares of land under the scheme.

It is estimated that the work for the proposed 128km rind road will start from this year and the centre is expecting to dispense Rs 200 crore for PMRDA that will be used for various projects.

Hinjewadi-Shivajinagar Metro route land acquisition is also been approved by CM.
