Residents of the Himalaya Pride society in Greater Noida claim that the builder obstructed their walkway, added two floors between towers A and B and renamed it tower E. As a result, they must walk an extra 100 meters per day. While officials await a ground report, they have filed a complaint with the Greater Noida Authority.
“This E tower was not in our layout plan, which the builder showed us in 2012,” tower A resident, Naresh Nautlyal, explained. When we bought our flat, this was our green area for entry and exit.
He went on to say that after the E tower was built, the builder installed gates and latched them, restricting movement and forcing residents to take the longer route.
The society currently has 1,172 residents and four towers—A.B., C.D., and E. The walkway blockage has impacted nearly 200 flat residents.
The illegal tower was built in 2016 by the builder, who has released three different brochures at various times, the most recent of which mentions a new tower in 2015. “Residents moved into their apartments in 2018,” Nautiya said.
Mahendra Thapliyal, another resident, stated, “I read in the newspaper about the change in the original plan in 2015.” | had filed a formal complaint with the appropriate authorities. However, the authority stated that I am the only buyer who is opposed to it. Tower E was unknown because no one lived in the area at the time. The authorities have started an investigation, but it should have started sooner. ”
“The tower appears to be illegal to me,” said Amandeep Duli, GNIDA’s additional CEO. However, following a visit to the society, the head of planning will prepare a report that I will receive on Tuesday. Based on this, GNIDA will decide whether to seal the tower or penalize the builder.
“The builder noted that there are no disruptions on its part and that the tower is legal, trying to add that an OC for tower E has been collected.”

Tenants of the former Janki Bhuvan, which was taken up for redevelopment by Sanghavi Grih Nirman Pvt Ltd in 2009 but was never completed, filed a high court petition.

MUMBAI: After seeking permission to evict tenants and demolish a temporary transit building in Prabhadevi, the Bombay High Court warned the BMC to avoid builders. On September 29, Justices Gautam Patel and Gauri Godse denied the BMC’s application to vacate the May 25, 2018 order restoring water and electricity to the transit building.

Tenants of the former Janki Bhuvan, which was taken over by Sanghavi Grih Nirman Pvt Ltd for redevelopment in 2009 but was never completed, filed a high court petition. The BMC had turned off the water and power. They agreed to stay at their own risk.

According to the judges, no one requested that the May 2018 order be vacated until 2021. “We were astounded that BMC, rather than the developer, came forward.” It did not mention about where the 42 tenants might live.”It is believed that they will be dropped on city streets and left to fend for themselves,” the judges said.

They also stated that BMC has “enough power and authority to take action against the developer and compel it to complete the project,” but did not specify whether or not this has occurred. A tenant’s advocate, Anand Mishra, disputed BMC’s claim that a transit building has a five-year lifespan.

According to the judges, the transit building “is a relatively recent structure, from 2009 or so.”The building is dilapidated “again and again,” according to BMC’s advocate. The judges stated that “we have yet to see this level of enthusiasm in litigation” from BMC in regard to older and more dilapidated buildings.

According to the judges, the benefit of an order is not to the tenants, who would clearly be harmed, or to the BMC, but to the developer, who receives a “bonanza” of a wholly emptied plot. They noticed that the developer did not communicate when the project would be finished or when the tenants would be relocated to permanent housing.

The land has always been clearly exempt from GST. However, a never-ending battle erupted over whether the sale of plots following basic development is subject to GST. This case is nearing its end.

MUMBAI: The GST-Authority for Advance Rulings (AAR) Karnataka bench has ruled that the goods and services tax (GST) is not applicable on the sale of plots, even if the plots are sold after basic necessities-related works have been completed (such as land leveling, installation of sewage lines, et al).

The land has always been clearly exempt from GST. GST is charged. However, a never-ending battle erupted over whether the sale of plots following basic development is subject to GST. This case is nearing its end.

“This advance ruling is in response to the circular issued by the Central Board of Indirect Taxes and Customs (CBIC) following the GST Central Council meeting on August 3,” Harpreet Singh, indirect tax partner at KPMG-India, explained. This circular states that even the sale of plots after some basic development is considered a sale of land and is exempt from GST. However, services used to develop the land, such as land leveling and drainage line installation, will be subject to GST. The CBIC’s clarification and this advance ruling clear the air on the application of GST to land sales.”

Plots are typically sold to individuals for the purpose of constructing their own homes after the seller has completed some basic development (land owner). In this case, Rabia Khanum, an unregistered individual under GST laws, attempted to convert her land on the outskirts of Bengaluru into a residential site. The land will be developed in accordance with the District Town and Country Planning Act, she stated.

Land development entails laying of electricity cables, water pipes, sewerage lines, drilling of bore-wells, setting up of a power substation, and obtaining a connection from the electricity board.
The authorities would not grant permission to sell plots to individuals for house construction unless these basic necessities were met.

She sought a response on whether GST was applicable on the advance received/sale consideration for such sites, as well as whether GST would apply on the ‘sale of plots after completion of works related to basic necessities,’ and received a favorable response that it was not.

NEW DELHI: Union road transport and highways minister Nitin Gadkari said on Monday that the government is working on developing solar-powered electric highways that will allow heavy-duty trucks and buses to be charged.
At an event hosted by the Indo-American Chamber of Commerce (IACC), Gadkari reiterated the government’s desire to develop India’s public transportation system on electricity.

“The government is promoting the use of wind- and solar-based charging methods for electric vehicles.

He said we’re also working on solar-powered electric highways that will allow heavy-duty trucks and buses to be charged while they’re on the road. An electric highway is a road that provides power to vehicles passing through it, including overhead power lines.

Gadkari also stated that the government is actively supporting toll plazas to use solar energy. The minister stated that the road ministry has conducted route optimization exercises all over the expressways and has constructed a modern alignment.

“We are trying to construct 26 green-field expressways,” Gadkari said, highlighting that indeed, architecture boosts economic growth, creates new businesses, and encourages job growth.
With the release of the PM Gati Shakti Grand Plan, he asserts that developments will be resolved rapidly and logistical support will be reduced.

The minister welcomed private investors from the United States to invest in India’s logistics, ropeways, and cable car sectors, stating that India and the United States are natural partners.

He stated that 3 crore trees would be planted along national highways, and that the government is implementing tree planting practises during highway construction and expansion.
“So far, we’ve planted 27,000 trees on national road projects,” he says.
According to Gadkari, the government is working on a new policy called “Tree Bank” that will require authorities such as the National Highways Authority of India (NHAI) and the National Highways and Infrastructure Development Corporation Limited (NHIDCL) to keep a tree bank account of trees planted during project development.

The Delhi Dialogue and Development Commission, in collaboration with the World Resources Institute, India, will launch the ‘Residential Electric Vehicle (EV) Charging Guidebook’ on Monday to simplify and enable the adoption of EV charging in all types of residential areas throughout the city, according to an official statement.

According to a statement issued on February 27, the document guides residential societies in understanding the importance of EV charging and details the processes involved in planning, installing, and managing EV charging stations in the societies’ parking spaces.

The document also addresses some common concerns (such as a lack of space, capital investment, power load management, and so on) and shares best practises for RWAs, according to the document.

On the occasion, Delhi Transport Minister Kailash Gahlot will also inaugurate two EV chargers installed under the Delhi government’s single-window facility at Pockets B & C, Vasant Kunj.

According to the statement, the Delhi government hopes to encourage all residential societies, planned colonies, DDA flats, Cooperative Group Housing Societies, government housing societies, and employer housing to join it in promoting electric vehicles by implementing EV charging in their residential societies through the guidebook.

“By releasing this step-by-step guidebook, the Delhi government will become India’s first state government to incorporate RWAs and residential areas into the EV movement.”

“RWAs from across Delhi have expressed an interest in joining the EV revolution to the Delhi government. This guidebook will make that journey easier and allow Delhi residents to access EV charging stations in colonies throughout the city “In the statement, DDC Vice-Chairperson Jasmine Shah stated.

It also quoted Amit Bhatt, Executive Director (Integrated Transport), WRI India, as saying, “According to the US Department of Energy, more than 80% of EV charging takes place at home. As a result, having home charging is essential for scaling up EV, and with the publication of this guidebook, the Delhi government has closed the loop on developing EV charging infrastructure in the city.”

In August 2020, the Delhi government announced the Delhi Electric Vehicle Policy, with the goal of promoting the adoption of electric vehicles in the city and making Delhi the EV capital of India.

The policy aims to improve Delhi’s air quality by accelerating the transition to electric vehicles, which are expected to account for 25% of all new vehicle registrations by 2024.

According to the statement, the government has taken several steps to support this vision, including directing all residential institutions with a parking capacity of 100 or more vehicles to reserve 5% of their parking space for EVs equipped with suitable EV chargers with a minimum output of 3.3KW.

The Delhi government also offers a grant of up to INR 6,000 per charging point for the first 30,000 charging points, as well as a special EV tariff for EV charging, according to the statement.

“As a result of these progressive decisions, Delhi is quickly going to transition to electric vehicles. EVs accounted for 9 percent of vehicle sales in Delhi between September and November 2021, while the national average was 1.6 percent “According the statement.

The Delhi government is targeting office building complexes, shopping malls, residential colonies, and group housing societies in the city to strengthen the city’s network of Electric Vehicle (EV) charging stations.

While the government recently released a step-by-step guide for shopping malls to install chargers, officials said a similar guide for residential colonies would be released soon.

In November of last year, the government released a guidebook for employers on planning, installing, and managing EV charging at office complexes. The guidebooks were created by the Dialogue and Development Commission of Delhi (DDC) and the World Resource Institute (WRI) India.

According to DDC Vice-Chairman Jasmine Shah, the three locations where an EV owner can leave his vehicle for charging for a longer period of time are residential societies, market areas, and office complexes. He went on to say that the Delhi government was encouraging people to install private chargers in these areas. According to him, the government is also offering a Rs 6,000 subsidy to private individuals for the installation of such charging docks.

“The Delhi government has already put in place a single-window clearance system for anyone interested in implementing a charger in private or semipublic places to apply for and automatically gain all clearances.” “A electricity distribution company has been assigned as the nodal agency to process the application,” Shah said.

In 2020, the Delhi government announced its EV policy. The policy aims to improve Delhi’s air quality by accelerating the adoption of electric vehicles, with the goal of reaching 25% of all new vehicle sales by 2024.

While the workplace guidebook encourages corporates based in Delhi to work with the government to promote EVs, some shopping mall owners have expressed interest in reserving 5% of their total parking space for step charging infrastructure.

The government will encourage residents’ welfare associations to install chargers in the parking lots of colonies and housing societies in its next guide for residential complexes.

According to various estimates, approximately 90% of electric vehicle charging occurs at home or at work. Because the vehicles are idle in the workplace parking lot, the time can be used for charging.

Construction Waste Recycling Plant

On 29 October, Goa government, with the help of SINTEF Norway, Science and Technology Minister Michael Lobo, will set up a Construction and Demolition (C&D) waste recycling facility based in Irish technology. The facility will likely be located in North Goa while waste to energy plant is being planned in South Goa.

In his speech to the reporters in Norway, Lobo said that both plants will be based on the Public-Private Partnership (PPP) model. Within one month of the decision of the site for the C&D waste plant, SINTEF would complete the comprehensive project report.

Lobo said that building a Goa C&D plant would help clear construction debris and reuse sand and stone aggregates. “Recycled aggregates and sand can be used for construction and about 15% of subsidy will be provided to those who purchase them,” he said.

In order to understand the working technology of a C&D processing facility, and Fortum at Oslo to understand the technology that converts waste into energy, a State government delegation visited Velde Industries at Stavengar.

Goa currently produces about 500 tonnes of C&D waste each day in low-lying lands and abandoned canyons, which is disposed unproductively along the national highways.

Lobo said the C&D facility can recycle and produce sand and aggregates that can also be used in construction and producing precast cement products such as pavers.

Sources have said that the sand of the C&D plant would be useful in light of an NGO’s petition filed in the High court to denounce environmental clearance for sand extraction in the Goa rivers and that since 2018, the state government did not issue permits for sand extractions. The recycled aggregates can meet a variety of construction needs, sources added, in the same way, with limited stone quarries operating in Goa.

The government expects to build a C&D waste recycling plant according to the Rules of 2010 notified by the Ministry of the Environment, Forest and Climate Change. In order to monitor and ensure compliance with all waste control rules including C&D rules, the National Green Tribunal (NGT) has instructed chief secretaries of each State.

During the presentation, Senior scientist Christian Engelsen from SINTEF said that the method of recycling C&D fits with the reuse and recycling principles and the circular economy embraced by Norway and other Scandinavian countries. Also, the delegation visited a waste to energy facility.

Goa is currently gathering about 55 tonnes of Refuse-Derived Fuel (RDF), of which 30 tonnes is taken per day from the Saligao waste management plant and 25 tons of panchayats from the Village are being baled at Verna and sent for co-incineration to cement plants.

Lobo said that the state currently relies on neighbouring states for RDF co-incineration and that Goa would get help in the treatment of RDF self-sufficiency. The waste to the energy station would generate electricity and help to remove RDF from legacy dumps, he said.
